As Jeannette I. Andrade and Marlon Ramos of Philippine Daily Inquirer reports, more rains and flash floods loom as Typhoon Helen enters the Philippine area of responsibility. Forecaster Connie Davidas said, “Helen is not expected to make landfall.” But just the same, PAGASA warned residents to be on alert as Helen may bring scattered showers throughout Manila up until Wednesday and may cause some flash floods.

The National Disaster Risk Reduction and Management Council (NDRRMC) stated on its update this Tuesday morning at 6AM 11 of the 15 people who died due to Bebeng (international name Aere) were from the Bicol Region while two were from Eastern Visayas.
The NDRRMC said “Bebeng” had affected some 33,034 families (or 173,915) people in 237 villages in 31 towns in 10 provinces.
Of these, 313 families (or 1,449 people) are housed in 11 evacuation centers.
